id="parent-fieldname-description"&gt;Pentru a proteja lucrătorii de substanţele periculoase, angajatorilor din Europa li se impun, prin lege, următoarele: &lt;/span&gt;&lt;br /&gt;&lt;style riscurilor&lt;/li&gt;&lt;li&gt;să ia măsuri pentru a elimina sau a reduce riscurile identificate, şi&lt;/li&gt;&lt;li&gt;să monitorizeze situaţia în mod regulat, evaluând eficacitatea măsurilor de prevenire, cercetând orice incidente, reclamaţii sau probleme de sănătate raportate de lucrători, şi revizuind evaluarea riscurilor atunci când există schimbări în procedura de lucru, când se introduc substanţe chimice noi sau când se adoptă procese noi, şi în caz de accidente sau îmbolnăviri.&lt;/li&gt;&lt;/ul&gt;&lt;br /&gt;O evaluare a riscurilor nu este decât o examinare atentă a ceea ce poate produce vătămări oamenilor la locul de muncă, pentru ca angajatorii să poată aprecia dacă trebuie să se facă mai mult pentru a feri oamenii de vătămări sau îmbolnăviri. O evaluare a riscurilor implică identificarea pericolelor şi apoi evaluarea gravităţii riscurilor implicate, luând în considerare măsurile de protecţie existente. Rezultatele unei evaluări corecte a riscurilor ar trebui să ajute utilizatorii să aleagă cele mai potrivite măsuri de prevenire pentru ei. &lt;br /&gt;&lt;br /&gt;Există o serie de modele dezvoltate de statele membre pentru a asista IMM-urile la realizarea evaluării riscurilor.&lt;br /&gt;&lt;br /&gt;O simplă evaluare a riscurilor pentru substanţele periculoase ar presupune:&lt;br /&gt;&lt;br /&gt;&lt;ol&gt;&lt;li&gt;Inventarierea substanţelor periculoase folosite la locul de muncă şi a celor generate de procesele de lucru.&lt;/li&gt;&lt;li&gt;Colectarea informaţiilor (de exemplu, din fişele cu date de securitate) privind vătămările pe care le pot cauza aceste substanţe.&lt;/li&gt;&lt;li&gt;Evaluarea nivelurilor de expunere la substanţe şi analizarea tipului, a intensităţii, duratei, frecvenţei şi apariţiei expunerii lucrătorilor, inclusiv efectele combinate ale substanţelor periculoase.&lt;/li&gt;&lt;li&gt;Clasificarea riscurilor în ordinea gravităţii pentru a ajuta la întocmirea unui plan de acţiune. Planul de acţiune ar trebui să cuprindă etapele care vor fi parcurse, în ordinea priorităţii, pentru a reduce riscurile pentru lucrători. &lt;/li&gt;&lt;/ol&gt;&lt;br /&gt;Locurile de muncă se schimbă şi se poate întâmpla ceva rău. Pentru a avea certitudinea că lucrătorii sunt încă protejaţi, este necesară o monitorizare regulată a normelor privind sănătatea şi securitatea. Majoritatea angajatorilor devin constienti de fenomen numai dupa de sunt implicati ca raspundere in cazul unor accidente de munca....&lt;br /&gt;&lt;br /&gt;Ce-i de facut? Sunt doua cai: constinetizarea prin instruire si formare (aici este vorba de alocare de resurse de timp si bani proprii) sau constientizarea prin constrangere (unde Inspectia Muncii ar trebui sa-si faca treaba in mod real si sa aplice amenzi). In nici un caz nu trebuie aplicat principiul "merge si asa" sau "daca am lucrat pana acum asa si nu s-a intamplat nimic..." &lt;br /&gt;&lt;br /&gt;Este important sa fie cunoscute si aplicate ca atare si nu in stil "romanesc" directivele Europene si cerintele de management din standardul OHSAS 18001,comunicarea si schimbul de ideei in domeniu prin toate canalele existente la ora actuala.&lt;br stimate domn prof.dr.ing.Mina .&lt;br /&gt;&lt;br /&gt;Ma numesc Dumitru Fratila ,locuiesc in Sibiu, de profesie inginer, si indeplinesc conditiile de pregatire in domeniul SSM nivel superior.&lt;br /&gt;&lt;br /&gt;Acum cateva seri am aflat ca sunt oameni pasionati si specializati ( ca dvs.) in domeniul SSM la nivel national.&lt;br /&gt;&lt;br /&gt;Va marturisesc ca sunt pasionat de domeniul sanatare si securitate ocupationala, dar din pacate (pentru angajati) la noi in tara, angajatorii romani,nu "investesc" (zic eu) suficient in domeniul asigurarii sanatatii a propriilor angajati .&lt;br /&gt;&lt;br /&gt;Ma intreb, cand se va pune accent si la noi pe investitia in acest domeniu ?&lt;br /&gt;&lt;br /&gt;Va multumesc pentru timpul acordat .&lt;br /&gt;&lt;br /&gt;Cu stima timpul alocat de a-mi raspunde la e-mail.Ca activitate profesionala mi-am desfasurat activitatea in domeniul industrial, ca operator ,iar apoi &lt;br /&gt;dupa finalizarea facultatii de Inginerie , sunt auditor de produs/proces conform standard de calitate TS.&lt;br /&gt;&lt;br /&gt;In paralel am absolvit un curs de instruire in domeniul SSM (40 ore)in urma caruia sunt "Reprezentant din partea lucratorilor cu raspunderi specifice in domeniul SSM".&lt;br /&gt;&lt;br /&gt;Dupa finalizarea universitatii , am absolvit un curs post universitar de "Evaluator de riscuri " si &lt;br /&gt;un program de Master in domeniul SSM.Incepand cu luna Ianuarie 2011 , intentionez sa-mi deschid serviciu extern PFA.Sunt constient ca este o concurenta "acerba" in domeniu bazata pe "anumite interese de grup", dar cred totusi , ca mai sunt si angajatori care vor sa realizeze ceva "asa cum trebuie"(stiti la ce ma refer).&lt;br /&gt;&lt;br /&gt;Cu rugamintea de a mai fi deschis si in viitor la anumite sfaturi pentru mine va multumesc pentru timpul alocat de a citii acest e-mail scris de o persoana "anonima" in domeniul , dar care intradevar este pasionata de aceasta stiinta ."mentionez ca am plecat din /&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt;În practica operaţiilor industriale şi activităţilor cu maşini sau echipamente tehnice pot să apară situaţii în care este necesar accesul omului în anumite zone, unde pot să se manifeste accidental energii periculoase,care să pună în pericol integritatea corporală sau viaţa acestuia.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt;Reglementările normative de securitate şi sănătate în muncă din Romania nu au recomandat o procedura standard pentru tratarea unor astfel de situaţii.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt;Pentru aplicarea unei proceduri ordonate de încuiere/etichetare trebuie să existe un astfel de document,elemente şi dispozitive de încuiere şi etichete de avertizare special marcate ,destinate acestui scop,precum şi persoane conştientizate şi instruite corespunzător.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt;&lt;br Angajatorul va inspecta periodic, cel puţin anual modul de aplicare a procedurii încuiere/avertizare &lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt; Controlul îl va face o altă persoană autorizată diferită de cele care aplică procedura LO-TO la locul inspectat&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt; Se identifică deviaţiile sau nerespectările de procedură&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt; Angajatorul va certifica şi consemna această instruire sub semnătura fiecărei persoane &lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt;&lt;strong&gt;Închidere/avertizare de către un grup&lt;/strong&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt; Există situaţii în care pentru creşterea siguranţei unui grup autorizate să lucreze pot fixa şi propriul lacăt la un dispozitiv de încuiere multiplă&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt;&lt;strong&gt;Personalul extern&lt;/strong&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: Verdana, sans-serif;"&gt;&lt;br The need for systematic management of OHS hazards and their attendant risks applies to all organisations and all activities and functions within an organisation. &lt;br /&gt;&lt;br /&gt;It is important to distinguish between hazard, risk and exposure when undertaking risk management. &lt;br /&gt;&lt;br /&gt;Hazard is the potential for harm, or adverse effect on an employee's health. Anything which may cause injury or ill health to anyone at or near a workplace is a hazard. &lt;br /&gt;&lt;br /&gt;Risk is the likelihood that a hazard will cause injury or ill health to anyone at or near a workplace. The level of risk increases with the severity of the hazard and the duration and frequency of exposure. &lt;br /&gt;&lt;br /&gt;Exposure occurs when a person comes into contact with a hazard. &lt;br /&gt;&lt;br /&gt;Risk management is a four step process &lt;br /&gt;&lt;br /&gt;1. identify the hazard &lt;br /&gt;&lt;br /&gt;2. assess the risk associated with the hazard &lt;br /&gt;&lt;br /&gt;3. control the risk &lt;br /&gt;&lt;br /&gt;4. review the process. &lt;br /&gt;&lt;br /&gt;The first and most important step in reducing the likelihood of an accident is hazard identification. This means identifying all workplace situations or events that could cause injury or illness. &lt;br /&gt;&lt;br /&gt;The second step is an assessment of the level of risk of the hazards you have identified. This step involves collecting information and making decisions. It is important you consider the extent of the harm or consequence from a hazard and the likelihood of harm occurring. If your assessment is that an unacceptable risk to health and safety exists, you must introduce controls to reduce the risk to an acceptable level. &lt;br /&gt;&lt;br /&gt;There are three categories of control measures you might take. You can &lt;br /&gt;&lt;br /&gt;• eliminate the hazard &lt;br /&gt;• minimise the risk &lt;br /&gt;• introduce `back-up' controls (when all other options in the previous categories have been exhausted). &lt;br /&gt;&lt;br /&gt;The third step in effective risk management is to establish and maintain systems which give opportunity for regular evaluation and review procedures. &lt;br /&gt;&lt;br /&gt;Evaluation means examining control measures to ensure risks are eliminated or reduced and have not caused new hazards presenting unacceptable risk. The review system applies to the overall risk management process and checks the process is working effectively to identify hazards and manage risks. &lt;br /&gt;&lt;br /&gt;Risk management is an organisational issue and a successful program requires the commitment and cooperation of all. All program managers and their staff need to recognise the fundamental importance of occupational health and safety risk management for it to work. Best practice is embedding occupational health and safety risk management into daily usage at all levels of an organisation. Identify the hazards &lt;br /&gt;&lt;br /&gt;Hazard identification&lt;br /&gt;&lt;br /&gt;The first step in reducing the likelihood of an accident is hazard identification. Hazard identification is identifying all situations or events that could cause injury or illness. Eliminating or minimising workplace hazards needs a systematic approach. It is essential to try and anticipate all possible hazards at the workplace - known as the `what if?' approach. &lt;br /&gt;&lt;br /&gt;Hazards defined &lt;br /&gt;&lt;br /&gt;A hazard is a source or potential source of human injury, ill health or disease. Anything which might cause injury or ill health to anyone at or near a workplace is a hazard. While some hazards are fairly obvious and easy to identify, others are not - for example exposure to noise, chemicals or radiation. &lt;br /&gt;&lt;br /&gt;Classes of hazard &lt;br /&gt;&lt;br /&gt;Hazards are classified into five different types. They are &lt;br /&gt;&lt;br /&gt;• physical - includes floors, stairs, work platforms, steps, ladders, fire, falling objects, slippery surfaces, manual handling (lifting, pushing, pulling), excessively loud and prolonged noise, vibration, heat and cold, radiation, poor lighting, ventilation, air quality &lt;br /&gt;• mechanical and/or electrical - includes electricity, machinery, equipment, pressure vessels, dangerous goods, fork lifts, cranes, hoists &lt;br /&gt;• chemical - includes chemical substances such as acids or poisons and those that could lead to fire or explosion, cleaning agents, dusts and fumes from various processes such as welding &lt;br /&gt;• biological - includes bacteria, viruses, mould, mildew, insects, vermin, animals &lt;br /&gt;• psychosocial environment - includes workplace stressors arising from a variety of sources. &lt;br /&gt;&lt;br /&gt;Note that some physical and chemical hazards can lead to fire, explosion and other safety hazards. &lt;br /&gt;&lt;br /&gt;Methods for identifying hazards &lt;br /&gt;&lt;br /&gt;The first step in control of a hazard is to identify and list them. There are many methods which are useful for identifying hazards, including &lt;br /&gt;&lt;br /&gt;• injury and illness records - review your workers' compensation data and check the incidence, mechanism and agency of injury, and the cost to the organisation. These statistics can be analysed to alert the organisation to the presence of hazards &lt;br /&gt;• staying informed on trends and developments in workplace health and safety, for example via the internet or OHS publications &lt;br /&gt;• reviewing the potential impact of new work practices or equipment introduced into the workplace in line with legislative requirements &lt;br /&gt;• doing walk-through surveys, inspections or safety audits in the workplace to evaluate the organisation's health and safety system &lt;br /&gt;&amp;nbsp;• considering OHS implications when analysing work processes &lt;br /&gt;• investigating workplace incidents and `near hits' reports - in some cases there may be more than one hazard contributing to an incident &lt;br /&gt;• getting feedback from employees can often provide valuable information about hazards, because they have hands-on experience in their work area&lt;br /&gt;• consulting with employees, health and safety representatives and OHS Committee members &lt;br /&gt;• benchmarking against or liaising with similar workplaces. &lt;br /&gt;&lt;br /&gt;Summary of key points &lt;br /&gt;&lt;br /&gt;• Conduct regular, systematic inspections of the workplace. &lt;br /&gt;• Observe what hazards exist in the workplace and ask, `what if?' &lt;br /&gt;• Listen to feedback from the people performing work tasks. &lt;br /&gt;• Maintain records of the processes used to identify hazards. &lt;br /&gt;• Talk to your health and safety representatives.&lt;br /&gt;&lt;br /&gt;2. Record the risk rating for each hazard you have identified. To construct an assessment matrix, you can &lt;br /&gt;• establish a specialist risk assessment team &lt;br /&gt;• get expert or specialist advice &lt;br /&gt;• brainstorm within the workplace, particularly with employees, health and safety representatives and OHS committee members - they are often a valuable source of information and experience. &lt;br /&gt;&lt;br /&gt;Before introducing new or changed work practices, substances or plant - review your original assessment. It is good management to do regular reviews. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Risk assessment table&lt;br /&gt;&lt;br /&gt;Using a risk assessment table &lt;br /&gt;&lt;br /&gt;Assessments of likelihood and consequence can be translated into levels of risk using a risk assessment table. Areas of high risk can be given first priority for elimination or control in the workplace. &lt;br /&gt;&lt;br /&gt;Consequence, or extent of the injury or ill health were it to occur, can be rated in the following way &lt;br /&gt;• Fatality. &lt;br /&gt;• Major or serious injury (serious damage to health which may be irreversible, requiring medical attention and ongoing treatment). Such an injury is likely to involve significant time off work. &lt;br /&gt;• Minor injury (reversible health damage which may require medical attention but limited ongoing treatment). This is less likely to involve significant time off work.&lt;br /&gt;• Negligible injuries (first aid only with little or no lost time). Unlikely to involve more than 1 day off work. &lt;br /&gt;&lt;br /&gt;Likelihood, or the chance of each of the situations or events actually occurring, can be rated in the following way. &lt;br /&gt;• Very likely (exposed to hazard continuously). &lt;br /&gt;• Likely (exposed to hazard occasionally). &lt;br /&gt;• Unlikely (could happen but only rarely). &lt;br /&gt;• Highly unlikely (could happen, but probably never will). &lt;br /&gt;&lt;br /&gt;This classification would be used very rarely. &lt;br /&gt;&lt;br /&gt;Acting on the findings &lt;br /&gt;&lt;br /&gt;The possible conclusions you might draw from your risk assessment process and the actions you might take are listed below. &lt;br /&gt;1. Risks are not significant now and not likely to increase in future. &lt;br /&gt;&lt;br /&gt;Actions &lt;br /&gt;• end current assessment and record assessment details &lt;br /&gt;• review assessment if situation changes or in 2 years &lt;br /&gt;• provide induction and ongoing training &lt;br /&gt;• follow safe working procedures. &lt;br /&gt;&lt;br /&gt;2. Risks are significant but already effectively controlled. Could increase in the future. &lt;br /&gt;&lt;br /&gt;Actions &lt;br /&gt;• determine precautions to maintain controls and minimise chances of higher exposure occurring &lt;br /&gt;• determine additional measures for regaining control if a high risk event occurs, despite precautions &lt;br /&gt;• determine if monitoring or health surveillance is required to check effectiveness of controls &lt;br /&gt;• review assessment if situation changes or in 2 years &lt;br /&gt;• provide induction and ongoing training &lt;br /&gt;• ensure that safe working procedures are followed. &lt;br /&gt;&lt;br /&gt;3. Risks are significant now, and not adequately controlled. &lt;br /&gt;&lt;br /&gt;Actions &lt;br /&gt;• identify and implement immediate measures for preventing or controlling exposure&lt;br /&gt;• consider stopping the process &lt;br /&gt;• commence review of longer term control requirements &lt;br /&gt;• re-evaluate exposures when the upgraded control measures are in place &lt;br /&gt;• determine if monitoring or health surveillance is required &lt;br /&gt;• provide induction and ongoing training &lt;br /&gt;• ensure that safe working procedures are followed. &lt;br /&gt;&lt;br /&gt;If you are still uncertain about risks and do not have enough information, or are uncertain about the degree of exposure, consider the actions listed below. &lt;br /&gt;• Get more information. Apply good practice to minimise exposure until more information is available. &lt;br /&gt;• Get specialist advice if necessary. &lt;br /&gt;• Arrive at conclusion 1,2 or 3 and take the appropriate actions. &lt;br /&gt;&lt;br /&gt;Summary of key points &lt;br /&gt;&lt;br /&gt;Assess all reasonably foreseeable workplace hazards which may affect the health or safety of employees or other persons at work. Ask yourself &lt;br /&gt;• how serious could it be? &lt;br /&gt;• what is the likelihood of its occurrence? &lt;br /&gt;• what is the significance of the risks? &lt;br /&gt;• are risks assessed following the hazard identification exercise? &lt;br /&gt;• are risks to others considered? &lt;br /&gt;• are records of assessment maintained? &lt;br /&gt;• which identified hazards create a significant risk?&lt;br /&gt;&lt;br /&gt;3. Control the risks &lt;br /&gt;&lt;br /&gt;Control measures&lt;br /&gt;&lt;br /&gt;The correct course of action once a hazard is identified is to use control measures. These generally fall into three categories. You can &lt;br /&gt;• eliminate the hazard &lt;br /&gt;• minimise the risk &lt;br /&gt;• use `back-up' controls when all other options in the previous categories have been exhausted. &lt;br /&gt;&lt;br /&gt;The best way to control a hazard is to eliminate it. The elimination of a hazard is the first choice in a system called the `hierarchy of controls'. &lt;br /&gt;&lt;br /&gt;Hierarchy of controls &lt;br /&gt;&lt;br /&gt;There is an order of priority in hazard control. &lt;br /&gt;• Eliminate the hazard from the workplace entirely. This is the best way to control a hazard. An example of elimination is to remove a noisy machine from a quiet area. &lt;br /&gt;• Substitute or modify the hazard by replacing it with something less dangerous, for example, by using a paint which does not contain asthma-encouraging agents. &lt;br /&gt;• Isolate the hazard by physically removing it from the workplace or by cordoning off the area in which a machine is used. &lt;br /&gt;• Use engineering methods to control the hazard at its source. Tools and equipment can be redesigned, or enclosures, guards or local exhaust ventilation systems can be used to close off the source of a hazard. &lt;br /&gt;• Use administrative controls. These are management strategies which can be introduced to ensure the health and safety of employees. Administrative procedures can reduce exposure to hazardous equipment and processes by limiting the time of exposure for example by job rotation or varying the time when a particular process is carried out. &lt;br /&gt;• Introduce personal protective equipment (PPE) as an interim measure, to reduce exposure to a hazard. &lt;br /&gt;&lt;br /&gt;Elimination &lt;br /&gt;&lt;br /&gt;Where no hazard exists, no risk of injury or illness exists. For example &lt;br /&gt;• remove trip hazards in a cluttered corridor &lt;br /&gt;• dispose of unwanted chemicals &lt;br /&gt;• eliminate hazardous plant or processes &lt;br /&gt;• repair damaged equipment promptly &lt;br /&gt;• increase use of email to reduce excessive photocopying and collation &lt;br /&gt;• ensure new equipment meets the ergonomic needs of users. &lt;br /&gt;&lt;br /&gt;Minimising the risk &lt;br /&gt;&lt;br /&gt;This may entail &lt;br /&gt;&lt;br /&gt;Substitution &lt;br /&gt;&lt;br /&gt;If it is not possible to eliminate the hazard, substitute it with something - preferably of a lesser risk - which will still perform the same task in a satisfactory manner. For example &lt;br /&gt;• substitute a hazardous chemical with a less dangerous one &lt;br /&gt;• replace telephone handsets with headsets where there is frequent use of telephone &lt;br /&gt;• substitute a less hazardous material to control a vapour hazard &lt;br /&gt;• substitute a smaller package or container to reduce the risk of manual handling injuries such as back strain.&lt;br /&gt;&lt;br /&gt;Modification &lt;br /&gt;&lt;br /&gt;Change the plant or system of work to reduce hazards. For example &lt;br /&gt;• redesign plant to reduce noise levels &lt;br /&gt;• use a scissors-lift trolley to reducing bending while lifting &lt;br /&gt;&amp;nbsp;• install forced ventilation in photography darkrooms to remove vapours. &lt;br /&gt;&lt;br /&gt;Isolation &lt;br /&gt;&lt;br /&gt;Isolate the problem from staff. This is often done by using separate, purpose-built rooms, barricades, or sound barriers. This moves the hazardous process away from the main work area to a site where emissions can be controlled. For example &lt;br /&gt;• isolate and store chemicals properly by using a fume cupboard &lt;br /&gt;• isolate copying equipment and other machinery in soundproof rooms to reduce fumes and noise &lt;br /&gt;• use security measures to protect staff. &lt;br /&gt;&lt;br /&gt;Engineering controls &lt;br /&gt;&lt;br /&gt;If you cannot eliminate a hazard of make a substitution to eliminate it, then reduce the chance of hazardous contact. Redesign equipment, work processes or tools to reduce or eliminate the risk. For example &lt;br /&gt;• ensure proper machine guarding is in place &lt;br /&gt;• use anti-glare screens on computer VDUs &lt;br /&gt;• use mechanical aids to minimise manual handling injuries &lt;br /&gt;• use ventilation to remove chemical fumes and dusts and using wetting down techniques to minimise dust levels &lt;br /&gt;• change bench heights to reduce bending&lt;br /&gt;• ensure ergonomic factors are taken into account. &lt;br /&gt;&lt;br /&gt;`Back-up' controls &lt;br /&gt;&lt;br /&gt;These controls are a `back-up' to the other categories. They should not be relied upon as the primary method to control risk - until all options to eliminate the hazard or minimise the risk have been exhausted. Sometimes `back-up' controls should be used as the initial control phase while elimination or minimisation is being evaluated and applied. Some examples of `back-up' controls are listed below. &lt;br /&gt;&lt;br /&gt;Administrative controls &lt;br /&gt;&lt;br /&gt;Training, job rotation, maintenance of plant and equipment, limitation of exposure time, provision of written work procedures. For example &lt;br /&gt;• regularly maintain plant and equipment &lt;br /&gt;• re-design jobs &lt;br /&gt;• use team lifting &lt;br /&gt;• limit exposure time to a hazard through staff rotation &lt;br /&gt;• train and educate staff to &lt;br /&gt;- identify and assess risks &lt;br /&gt;- use methods of control &lt;br /&gt;- apply legislative requirements &lt;br /&gt;- implement safe manual handling techniques &lt;br /&gt;- safely use mechanical aids and equipment. &lt;br /&gt;&lt;br /&gt;Personal protective equipment (PPE) &lt;br /&gt;&lt;br /&gt;Personal protective equipment (PPE) should only be used as a last resort. PPE is for short term solutions only. PPE protects an employee's body from hazards. PPE must be provided free of charge and maintained by the employer. Employers are also required to ensure that workers are trained in the proper use of PPE. &lt;br /&gt;&lt;br /&gt;Employees have a responsibility to use PPE in accordance with their training and safe usage requirements. For example &lt;br /&gt;• wear earplugs in noisy areas &lt;br /&gt;• wear eye protection when working with hazardous chemicals &lt;br /&gt;• wear gloves to protect against infection. &lt;br /&gt;&lt;br /&gt;Specific controls to reduce risks &lt;br /&gt;&lt;br /&gt;Select controls from as high up the hierarchy table as you can. The `elimination' method is the safest solution. In many cases you may need a combination of controls to reduce the level of risk. For example &lt;br /&gt;• workplace design changes or task modification &lt;br /&gt;• substituting an extremely hazardous chemical with a less hazardous one &lt;br /&gt;• using a fume cupboard when handling the chemical &lt;br /&gt;• ensuring exposure time is limited &lt;br /&gt;• providing PPE to employees. &lt;br /&gt;&lt;br /&gt;Reducing risk to an acceptable minimum will ensure optimum risk reduction for all. &lt;br /&gt;&lt;br /&gt;Summary of key points &lt;br /&gt;&lt;br /&gt;When you have completed the assessment process, take action to control the risks. Remember &lt;br /&gt;• to eliminate the hazard as a first priority &lt;br /&gt;• if the hazard cannot be eliminated - minimise the risks by &lt;br /&gt;- substituting with something safer &lt;br /&gt;- modifying the plant or system of work&lt;br /&gt;- isolating the hazardous aspects of plant or systems &lt;br /&gt;- introducing engineering controls &lt;br /&gt;- to introduce `back-up' controls by &lt;br /&gt;- implementing administrative controls and safe work practices &lt;br /&gt;- supplying personal protective equipment (PPE). &lt;br /&gt;&lt;br /&gt;Effective hazard control involves human, financial and physical resources.\&lt;br /&gt;&lt;br /&gt;4. Systematic monitoring and reviews must be implemented because of the potential for new hazards to be introduced into a workplace. These hazards can be due to &lt;br /&gt;&amp;nbsp;• the use of new technology, equipment or substances &lt;br /&gt;• the introduction of new work practices or procedures &lt;br /&gt;• a change in work environment (moving to a different office, staff reduction) &lt;br /&gt;• the introduction of new staff with different skill/knowledge levels. &lt;br /&gt;&lt;br /&gt;Planning &lt;br /&gt;&lt;br /&gt;Effective forward planning is an integral part of monitoring and reviewing risk management. You must address all issues before introducing new equipment and work procedures. For example, planning allows you to include OHS compliance into tender specifications for new equipment or services. &lt;br /&gt;&lt;br /&gt;Record keeping &lt;br /&gt;&lt;br /&gt;Record keeping is an important part of monitoring and review. Systematic records will help to identify hazards and review the effectiveness of risk controls. Keep records which show &lt;br /&gt;• details of workplace inspections &lt;br /&gt;• worksheets/checklists used to identify hazards &lt;br /&gt;• methods used to assess risks &lt;br /&gt;• control measures implemented &lt;br /&gt;• reviews of workplace systems of work, or health and safety audits &lt;br /&gt;• any action that has been taken to fix particular hazards &lt;br /&gt;• instruction or training done to ensure staff competency &lt;br /&gt;• health surveillance of staff &lt;br /&gt;• maintenance of plant and equipment. &lt;br /&gt;&lt;br /&gt;Achieving the desired results &lt;br /&gt;&lt;br /&gt;It is important to keep checking that solutions to your workplace hazards are achieving the desired result. You can only ensure your control methods are working by regular monitoring and review. &lt;br /&gt;&lt;br /&gt;Meeting best practice &lt;br /&gt;&lt;br /&gt;Good hazard management will result in compliance with set performance indicators. În urma consultărilor şi dezbaterilor la care au participat experţi şi părţi interesate, s-a convenit asupra unei&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size: large;"&gt;Definiţii funcţionale a "riscurilor SSM emergente":&lt;/span&gt; &lt;br /&gt;&lt;br /&gt;orice risc profesional nou şi cu evoluţie progresivă&lt;br /&gt;&lt;br /&gt;.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Prin ‘nou’ se înţelege că:&lt;/strong&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;riscul nu a existat anterior şi este provocat de procese sau tehnologii noi, tipuri noi de locuri de muncă sau modificări sociale sau organizaţionale; sau&lt;/li&gt;&lt;li&gt;o problemă existentă începe să fie considerată un risc atunci când are loc o modificare a percepţiei publice sau sociale; sau&lt;/li&gt;&lt;li&gt;o problemă existentă este identificată ca risc în urma unor noi descoperiri ştiinţifice.&lt;/li&gt;&lt;/ul&gt;&lt;br /&gt;&lt;strong&gt;Riscul este ‘progresiv’ dacă :&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;numărul pericolelor care duc la risc este în creştere; sau&lt;/li&gt;&lt;li&gt;expunerea la pericolul care duce la risc este în creştere (nivelul de expunere şi/sau numărul de persoane expuse); sau&lt;/li&gt;&lt;li&gt;efectul pericolului asupra sănătăţii lucrătorilor se amplifică (gravitatea afecţiunilor de sănătate şi/sau numărul persoanelor afectate).&lt;/li&gt;&lt;/ul&gt;Primele măsuri de identificare a riscurilor emergente au fost adoptate odată cu publicarea a patru rapoarte de prognoză privind riscurile emergente de natură fizică, biologică, psihosocială şi chimică. Aceste rapoarte reprezintă rezultatul consultării experţilor prin metoda Delphi şi au fost completate de numeroase studii ale literaturii de specialitate şi rapoarte detaliate, pentru analizarea riscurilor importante identificate în prognozele de specialitate, cum ar fi expunerea la nanomateriale la locul de muncă.&lt;br /&gt;&lt;br /&gt;Strategia comunitară 2007-2012 actuală prevede că Observatorul european al riscurilor trebuie să ‘sporească gradul de anticipare a riscurilor, incluzând riscurile asociate noilor tehnologii, riscurile biologice, interfeţele complexe om-maşină şi impactul tendinţelor demografice’. Aceasta vine în sprijinul iniţiativei Observatorului’ de a lansa un proiect de previzionare prin care să fie dezvoltate o serie de scenarii de explorare a impactului progresului tehnologic asupra sănătăţii şi securităţii în muncă până în anul 2020. Proiectul se va concentra asupra „locurilor de muncă ecologice", deoarece curentul de „ecologizare" a economiei reprezintă oportunitatea de a anticipa potenţialele riscuri aferente noilor locuri de muncă şi de a adopta măsuri eficiente de prevenire a acestora. Însă, există două principii care trebuie să fie întotdeauna avute în vedere când se abordează o evaluare a riscurilor:&lt;br /&gt;- structurarea evaluării pentru a asigura abordarea tuturor pericolelor şi &lt;strong&gt;riscurilor relevante&lt;/strong&gt; (de exemplu, să nu se neglijeze sarcini precum curăţenia, care pot fi realizate în afara orelor normale de lucru, sau departamentele conexe, precum compactarea deşeurilor);&lt;br /&gt;- când se identifică un risc, se porneşte de la primele principii în procesul de evaluare, prin identificarea posibilităţii de eliminare a riscului respectiv.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="font-size:130%;"&gt;Abordarea evaluării riscurilor în etape&lt;br /&gt;&lt;/span&gt;&lt;/strong&gt;Liniile directoare europene privind &lt;a href="http://osha.europa.eu/en/topics/riskassessment/guidance.pdf"&gt;evaluarea riscurilor la locul de muncă&lt;/a&gt; propun o abordare bazată pe un număr de etape diferite.&lt;br /&gt;Aceasta nu este singura metodă de realizare a unei evaluări a riscurilor, există o varietate de metodologii pentru atingerea aceluiaşi obiectiv. Nu există o metodă unică “potrivită” pentru realizarea unei evaluări a riscurilor, iar în diferite împrejurări pot funcţiona diferite abordări.&lt;br /&gt;Procedura de evaluare a riscurilor (care cuprinde elemente de gestionare a riscurilor) poate fi împărţită într-o serie de etape.&lt;br /&gt;&lt;br /&gt;Stabilirea unui program de evaluare a riscurilor la locul de muncă şi structurarea evaluării (deciderea asupra abordării: geografice/funcţionale/procesuale/de flux)&lt;br /&gt;1.Colectarea informaţiilor&lt;br /&gt;2.Identificarea pericolelor&lt;br /&gt;3.Identificarea persoanelor expuse&lt;br /&gt;4.Identificarea tipurilor de expunere în rândul celor expuşi&lt;br /&gt;5.Evaluarea riscurilor (probabilitatea vătămării/gradul de vătămare în circumstanţele existente) 6.Cercetarea opţiunilor pentru eliminarea sau controlarea riscurilor&lt;br /&gt;7.Stabilirea priorităţilor activităţilor şi deciderea asupra măsurilor de control&lt;br /&gt;8.Punerea în aplicare a măsurilor de control&lt;br /&gt;9.Înregistrarea evaluării&lt;br /&gt;10.Măsurarea eficienţei activităţii&lt;br /&gt;11.Revizuirea şi analizarea (dacă se introduc schimbări sau dacă revizuirea se face periodic)&lt;br /&gt;12.Monitorizarea programului de evaluare a riscurilor&lt;br /&gt;&lt;br /&gt;Pentru mai multe întreprinderi, mai ales întreprinderile mici şi mijlocii, o abordare simplă, în cinci etape (care cuprinde elemente de gestionare a riscurilor), precum cea prezentată mai jos, ar trebui să funcţioneze la fel de bine.&lt;br /&gt;&lt;a href="http://osha.europa.eu/ro/topics/riskassessment/carry_out/step1"&gt;Etapa 1. Identificarea pericolelor şi a persoanelor expuse&lt;/a&gt; Identificarea surselor posibile de vătămare la locul de muncă şi a lucrătorilor care pot fi expuşi pericolelor.&lt;br /&gt;&lt;a href="http://osha.europa.eu/ro/topics/riskassessment/carry_out/step2"&gt;Etapa 2. Evaluarea riscurilor şi clasificarea acestora în ordine prioritară &lt;/a&gt;Evaluarea riscurilor existente (gravitatea şi probabilitatea unor posibile vătămări…) şi clasificarea acestora în ordine prioritară în funcţie de importanţă.&lt;br /&gt;&lt;a href="http://osha.europa.eu/ro/topics/riskassessment/carry_out/step3"&gt;Etapa 3. Deciderea acţiunilor preventive&lt;/a&gt; Identificarea măsurilor corespunzătoare pentru eliminarea sau ţinerea sub control a riscurilor.&lt;br /&gt;&lt;a href="http://osha.europa.eu/ro/topics/riskassessment/carry_out/step4"&gt;Etapa 4. Adoptarea de măsuri concrete&lt;/a&gt;Adoptarea măsurilor de prevenire şi protecţie pe baza unui plan care stabileşte ordinea de prioritate.&lt;br /&gt;&lt;a href="http://osha.europa.eu/ro/topics/riskassessment/carry_out/step5"&gt;Etapa 5. Monitorizarea şi revizuirea &lt;/a&gt;Evaluarea trebuie revizuită la intervale regulate, pentru a asigura o actualizare permanentă. Însă, este important de ştiut faptul că există şi alte metode care funcţionează la fel de bine, mai ales în cazul unor riscuri şi circumstanţe mai complexe.&lt;br /&gt;&lt;br /&gt;Tipul de abordare aplicat pentru evaluare va depinde de:&lt;br /&gt;- felul locului de muncă (de exemplu, un loc de muncă fix sau unul care implică deplasarea)&lt;br /&gt;- tipul procesului (de exemplu, operaţiuni repetate, procese de dezvoltare/schimbare, munca la cerere)&lt;br /&gt;- sarcina realizată (de exemplu, sarcini repetate, ocazionale sau cu un grad ridicat de risc)&lt;br /&gt;- complexitatea tehnică a activitaţior.&lt;br /&gt;&lt;br /&gt;În unele cazuri, poate fi potrivit un singur exerciţiu de evaluare care să acopere toate riscurile sau activitatea de la locul de muncă. In ultima perioada a investit peste 1 milion de euro in traning de productie,management si OHS.&lt;br /&gt;&lt;br /&gt;Acolo &lt;strong&gt;Nu se incepe nimic&lt;/strong&gt; fara a fi efectuata o evaluare de riscuri de OHS si fara a fi instruiti participantii la executarea acelor actiuni sau activitati.&lt;br /&gt;Dupa parcurgerea unui modul de training de 2 zile orice conducator de formatie sau responsabil de lucrari este capabil sa aplice metoda de evaluare Ford care are la baza grila prezentata in imagine. Important este sa identifice si evalueze &lt;strong&gt;riscurile semnificative si predoinante &lt;/strong&gt;si sa stabileasca masurile de prevenire si protectie specifice acestora pe un formular&lt;strong&gt;,&lt;/strong&gt;care este afisat la locul de desfasurare a activitatilor si semnat de persoanele responsabile cu asigurarea masurilor,cu acest formular se instruiesc lucratorii.&lt;br /&gt;Nu este nevoie de evaluatori cu diplome postuniversitare,pentru ca acestia sunt departe de realitatea faptica. Procedura este rapida,practica si utila .&lt;br /&gt;&lt;br /&gt;NB. Standardul respectiv are o cerinta clara la clauza 4.3.1 identificarea pericolelor si evaluarea riscurilor...din pacate nimeni din cei auditati nu a inteles corect si complet cerinta standardului privind efectuarea evaluarilor de risc pentru : activitatile de rutina si cele de non rutina. De parca cunoasterea acestei metode de evaluare si practicarea ei intr-un fel iti da un fel de statut de superioritate fata de ceilalti,ca si cum ai fi detinatorul unui adevar absolut.Lucrul deosebit de nociv este ca multe din persoanele instruite ca evaluatori cu metoda sus amintita refuza sa mai adopte un stil de gandire deschisa si nu mai admit alte abordari.&lt;br /&gt;Din pacate nu este nici pe departe asa, nimeni nu poate face evaluari de la distanta sau la comanda pentru o lista de posturi de lucru fara sa cunoasca specificul real al activitatilor desfasurate.&lt;br /&gt;Implicarea directa in activitatile desfasurate impreuna cu un minimum de cunostinte de specialitate este singurul factor de succes al unei evaluari de riscuri,care trebuie in primul rand sa fie realista.O lei pentru neducerea la indeplinire a masurii dispuse in actul de control...&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;ce -i de facut ?&lt;/span&gt;&lt;br /&gt;-gasim pe cineva care sa ne faca evaluarea de riscuri si planul si platim un onorariu pentru prestatie sau&lt;br /&gt;-ne instruim o persoana sau mai multe ca sa efectueze evaluarea de riscuri dupa o metoda aflata pe piata si o invatam pe aceasta sa compuna un plan de prevenire si protectie...dar si instruirea persoanelor costa&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;ce nu stie lumea si poate nici cei care controleaza de la ITM?&lt;/span&gt;&lt;br /&gt;-evaluarile de riscuri au un scop utilitar,adica  te ajuta sa faci ceva stiind de ce sa te feresti&lt;br /&gt;-evaluarile de riscuri nu sunt definitive odata facute,pentru ca tot timpul apar schimbari in activitatile efectuate care induc riscuri noi sau modificate ca nivel&lt;br /&gt;-evaluarile de riscuri trebuie sa fie legate de ceeace se face practic la un moment dat si nu trebuie sa contina riscuri ipotetice care nu au sansa sa apara sau probabilitatea lor de aparitie este asa de mica incat devine nesemnificativa pentru activitatea Hazard identification and risk assessment methodologies vary greatly across industries, ranging from simple assessments to complex quantitative analyses with extensive documentation. Individual hazards may require that different methods be used, e.g. an assessment of long term exposure to chemicals may need a different method than that taken for equipment safety or for assessing an office workstation. Each organization should choose approaches that are appropriate to its scope, nature and size, and which meet its needs in terms of detail, complexity, time, cost and availability of reliable data. Prevederea este conforma cu normele europene.&lt;br /&gt;Plecand de la teoria riscurilor, am sa fac cateva “speculatii”:&lt;br /&gt;-termeni aplicabili: riscuri, incertitudini, ignoranta, probabilitati,&lt;br /&gt;-riscul este cuantificabil, nesiguranta nu,&lt;br /&gt;-una este sa stii ca ai 50 % sanse ca ceva sa mearga prost si alta este sa nu ai habar ce sanse ai,&lt;br /&gt;-conteaza sa stii ceea ce stii si cat nu sti,&lt;br /&gt;-este riscanta situatia in care nu stim nici macar ce nu stim,&lt;br /&gt;-ignoranta poate duce la accidente,&lt;br /&gt;-in cazul riscului poti invinge intamplarea cu probabilitati, iar in cazul incertitudinii nici macar nu poti folosi probabilitati,&lt;br /&gt;-uneori ignoranta poate fi cuantificabila.&lt;br /&gt;Rostul acestei prezentari a filozofiei riscului am facut-o pentru a intelege complexitatea actiunii de evaluare a riscurilor profesionale.&lt;br /&gt;Pe plan european (conform unui raport al forului european care gestioneaza securitatea si sanatatea in munca a lucratorilor UE, raport publicat pe site-ul inspectiei muncii) majoritatea tarilor care au adoptat prin legislatia nationala aceasta prevedere (evaluare riscuri profesionale), intampina mari greutati in implementarea acesteia, cauzate de o legislatie incompleta, ineficienta si rigida. Putem concluziona, fara a gresi prea mult, ca si la nivel european, evaluarea riscurilor profesionale este la inceput, ca se cauta noi directii pentru a se putea crea modele, general valabile (sau cat mai acoperitoare) pe ramuri de activitate.&lt;br /&gt;Romania nu face exceptie. Legislatie generala exista. S-au emis si 2 ghiduri, facute de catre inspectia muncii respectiv INCDPM, care incearca sa dea o tenta organizata a actiunii de evaluare a riscurilor profesionale. Putin, incomplet, de perfectionat masiv in viitor.&lt;br /&gt;Problema este alta si poate deveni cronica. Inspectorii de munca au inceput sa aplice amenzi contraventionale substantiale, pentru a obliga angajatorii sa-si intocmeasca evaluarile de risc profesional (actiune de fatada) si sa-si scolarizeze cat mai multi lucratori prin cursuri platite, organizate de catre firme de profil, unde inspectorii de munca predau cursul. Ca se organizeaza cursuri nu este rau, nici ca inspectorii de munca mai castiga un ban in plus (de altfel in afara orelor de program). Rau este ca cei care urmeaza cursul nu se aleg cu mare lucru, incearca sa faca o evaluare dupa ghidul pe care il au la indemana, dar rezultatul este o analiza de mantuiala, neprofesionista, lipsita de particularitatile specifice ale locurilor de munca. Intr-un cuvant, se realizeaza o lucrare de dragul de a se bifa o actiune si de a arata inspectorului de munca ceva, care nu ajuta prea mult la stabilirea unor masuri eficiente de prevenire si protectie.&lt;br /&gt;Nu cred ca acesta este scopul prevederii legislative.&lt;br /&gt;Periculos este ca pe internet au aparut diferite oferte de a copia ghidul inspectiei muncii si indemnul de a bifa ceva acolo pe formulare, pentru a face astfel, cica, materialul cerut de catre inspectorii de munca. Este adevarat ca procedand astfel, costurile sunt minime.&lt;br /&gt;Complet gresit. O evaluare cat de cat realista nu poate fi facuta decat de catre o comisie numita la nivelul agentilor economici, cu participarea de specialisti pe diferite domenii tehnice si persoane fizice/ firme autorizate, servicii externe de prevenire si protectie in domeniul securitatii si sanatatii in munca. O evaluare competenta (in limita cunoasterii actuale a problematicii europene si romanesti) costa 500-1.000 euro/ loc de munca. Si firmele de audit care presteaza si activitati de auditare in domeniul securitatii si sanatatii in munca apeleaza la auditori proprii si experti autorizati, externi (colaboratori).&lt;br /&gt;Gresit. Evaluarile neprofesioniste sunt hartii inutile, care nu stau in picioare in fata unei expertize tehnice judiciare, competente. Daca inspectorii de munca au vazut materialele si nu au stabilit masuri cu termene si responsabilitati, sunt ei raspunzatori in fata legii ? Legea nr. 319/ 2007 nu-i face raspunzatori. Dar codul de procedura penala, respectiv codul de procedura civila ?&lt;br /&gt;Ma intreb cati dintre inspectorii de munca stiu sa intocmeasca un astfel de material, pentru evaluarea riscurilor profesionale ?
